Refuse to start if no metadata block is configured in HCL, matching the existing validation for cache backends. Add InfoContext logging to the memory and S3 metadata backend constructors, consistent with cache backends. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
